What data D-⁠Money collects, why, who it is shared with, how long it is kept and how to exercise your rights.

1.Purpose and data controller

This privacy policy explains how D-⁠Money, the electronic money service of Djibouti Telecom, collects, uses, shares and protects its Users’ personal data: in the D-⁠Money mobile application, in branches and on this website.

The data controller is Djibouti Telecom, which operates the D-⁠Money service under the supervision of the Central Bank of Djibouti (BCD). This policy forms an integral part of the D-⁠Money Terms and Conditions of Sale. Read the Terms and Conditions of Sale

2.Data collected

2.1 Data you provide

  • Identification data: information from your identity document (national identity card or passport) and from the registration form filled in at the branch;
  • The telephone number linked to your account;
  • For Partners (merchants, agents, businesses): trading licence (patente), the manager’s identity document and photograph, shortcode;
  • Your exchanges with customer service (calls, messages, emails, complaints).

2.2 Data related to the use of the service

  • Transaction history: type of operation, amount, date, beneficiary, merchant or biller concerned;
  • Balances of your main account and your sub-account.

2.3 Phone permissions

The D-⁠Money application requests the following permissions. You can refuse or withdraw them at any time in your phone settings; the related feature is then no longer available.

  • Contacts: to choose a beneficiary from your phone book;
  • Camera: to scan QR codes, in particular for merchant payments;
  • Device identifier: to secure access to your account and prevent fraud;
  • Notifications: to inform you of your transactions and D-⁠Money news.

2.4 Biometric data

If you enable sign-in with facial recognition or fingerprint, the verification is performed by your phone’s operating system. Your biometric data stays on your phone: D-⁠Money does not receive or store it.

3.How your data is used

Your data is used to:

  • open and manage your account, and verify your identity (KYC for individual customers, KYA for Partners);
  • carry out your operations: national and international transfers, deposits, withdrawals, merchant payments, airtime, bills, bank interconnection, online payments;
  • secure access to your account, detect and prevent fraud;
  • comply with D-⁠Money’s legal and regulatory obligations, in particular regarding anti-money laundering and countering the financing of terrorism (AML/CFT);
  • answer your requests and complaints;
  • inform you of your transactions by SMS and notification;
  • improve D-⁠Money services.

Promotional messages

D-⁠Money may send you SMS and notifications about its offers and new services. You can block them at any time, by turning off notifications in your phone settings or by contacting customer service.

4.Sharing your data

D-⁠Money never sells your personal data. It is only shared with the following recipients, and only to the extent necessary for the operation concerned:

  • partner banks, when you use bank interconnection;
  • billers (Djibouti Telecom, ONEAD, EDD, University of Djibouti), when you pay a bill;
  • online payment partners, when you pay for an online service;
  • IRMAAN, when you make an international transfer (see section 5);
  • D-⁠Money agents and merchants, for the information needed for the operation carried out with them;
  • the Central Bank of Djibouti and the competent authorities, when required by law.

Before each transfer, the beneficiary’s name is displayed for verification: your name is therefore visible to people who send you money.

5.International transfers

International transfers are provided with IRMAAN, a money transfer operator based in Djibouti with agents in many countries. When you make an international transfer, the information needed for the operation (identity of the sender and the beneficiary, amount, destination country) is sent to IRMAAN and to its agent in the beneficiary’s country, who pays out the funds.

6.Retention period

Your data is kept for as long as your account is open. When you request the deletion of your account:

  • your personal data is deleted within 48 hours of sending your request;
  • your transaction history and the business data linked to your account are kept for 10 years, to comply with the legal obligations applicable to financial services, and then deleted.

7.Security

The D-⁠Money platform is hosted on Djibouti Telecom’s secure network and can only be accessed from your phone. Access to the app is protected by facial recognition, fingerprint and two-factor authentication with a one-time password (OTP), and every transaction is approved with your PIN.

Never share your PIN or your OTP codes, not even with someone close to you. If your phone is lost or stolen, call 2525 immediately to have your account suspended.

8.Your rights

At any time, you can:

  • access your personal data;
  • have it corrected if it is inaccurate or incomplete;
  • request its deletion, within the limits of the retention obligations described in section 6;
  • object to certain processing, in particular promotional messages;
  • withdraw your consent, for example by turning off a phone permission.

To exercise these rights, contact customer service (see section 11). D-⁠Money may ask you to prove your identity before processing your request.

9.Minimum age

D-⁠Money services are reserved for people aged 18 or over. D-⁠Money does not open accounts for minors.

10.This website

The d-money.dj website is for information only: it has no customer area and no forms. It only sets two technical cookies, needed for it to work securely (session and cross-site request forgery protection). It uses no advertising cookies and no audience measurement tools.

Tutorial videos are hosted by YouTube. Their preview image is loaded from YouTube’s servers; the video itself only loads when you click on it, in privacy-enhanced mode (youtube-nocookie.com). Google’s privacy policy then applies.
